More than four million people in Florida are under a Hurricane Warning and 9.7 million are under a Tornado Watch as Elsa — which grew to Category 1 Hurricane Tuesday — takes aim at the peninsula, bringing a danger of life-threatening storm surge, heavy winds, isolated tornadoes and heavy rains that could create flooding up and down the coast.
